Can I use QuickBooks Payments without QuickBooks Online?

Yes. You can use QuickBooks Payments without QuickBooks Online. In that case, you will be authorizing a connection to the QuickBooks Payments API, but not to the QuickBooks Online "Accounting" API. When connecting your portal via the Integrations screen, just be sure to only enable "Payments" and leave "Accounting" disabled.
